The handling of sanitary waste has evolved considerably from the time
of open sewers or no sewers. In the United States, sanitary effluent is
commonly handled in one of two ways. The first is a system of dedicated
pipes leading to a treatment facility that serves dozens to thousands
of families in an urban environment. The second is by treatment of the
sanitary effluent on-site.
Each state health department develops design procedures and approves
products that are acceptable for use in their areas. Health departments
at the county level usually, though not always, follow the lead of the
state agency. Products that are not approved by the governing agency are
